We built this page because renters comparing the two deserve the two facts that actually differ: price ($129 vs $169) and currency of guidance. After HUD's May 22, 2026 enforcement change, we rebuilt every legal page on this site around the new reality, with sources and last-reviewed dates; much of the industry's content, Pettable's included, still describes the older rules on key pages. When your housing outcome depends on knowing whether your state or HUD protects you, current guidance isn't a nice-to-have.
